Senate Bill 13 Advances with Unanimous Bipartisan Support

Senate Bill 13 (SB 13), introduced by Senator Shannon Grove (R-Bakersfield), has successfully passed out of the Senate Environmental Quality Committee with a unanimous, bipartisan vote. This legislation aims to enhance transparency regarding California's oil imports by mandating comprehensive assessments and public disclosures related to environmental and human rights standards of exporting countries.


Key Provisions of SB 13:

  • Greenhouse Gas Emissions Assessment: The California Air Resources Board (CARB) is required to annually assess and publish data on greenhouse gas emissions associated with the transportation of oil into California. This initiative seeks to inform policymakers and the public about the environmental impact of the state's reliance on imported oil.

  • Energy Commission Monitoring: The California Energy Commission (CEC) is tasked with monitoring and identifying foreign countries exporting oil to California that have documented human rights abuses or lower environmental standards compared to California. This information will be prominently displayed on the CEC's website, promoting ethical considerations in energy sourcing.

  • Public Resources Code Amendments: The bill introduces new sections to the Public Resources Code, emphasizing the state's commitment to ethical energy consumption and environmental stewardship.


Following its approval by the Senate Environmental Quality Committee, SB 13 has been re-referred to the Senate Energy, Utilities, and Communications Committee. The next hearing is scheduled for April 7, 2025, at 9:00 a.m. in Room 1200, 1021 O Street, Sacramento, CA, 95814.
